Newton has a well-organized set of property maintenance regulations, and the city actively enforces them. Here's what Newton property managers and HOA trustees need to stay on top of:
Trash and recycling compliance
Bins must be at the curb by 7:00 AM on collection day, or as early as 4:00 PM the day before. No material outside the cart will be collected. Effective July 1, 2024, all properties in Newton — including businesses and multifamily buildings — must separate and recycle all recyclable materials as part of mandatory single-stream recycling. Waste haulers permitted to collect trash must also provide recycling service. Many multifamily properties are not entitled to city-provided waste collection and must make private arrangements for both trash and recycling.
Snow removal
Newton requires all property owners and occupants to clear snow and ice from abutting sidewalks within 24 hours after a storm has ceased. Properties within identified business districts must clear within 12 hours. Depositing snow or ice on any public roadway or sidewalk is not permitted. Fines are $50 per day for residential properties and $100 per day for commercial properties, with each day of non-compliance treated as a separate violation. Cleared paths must be at least 36 inches wide and ADA-compliant.
Leaf blower and landscaping rules
Gas-powered leaf blowers are banned in Newton between Memorial Day and Labor Day. Only one electric or battery-powered leaf blower per lot is permitted during that period. All leaf blowers must not exceed 65 decibels year-round.
